A citizens’ institution for the age of intelligent machines

ABUNDANCEWITHOUT AUTONOMYIS A CAGE.

An AI- and robotics-enabled nation has one non-negotiable precondition: its people must share in the prosperity—and remain free from the systems that deliver it.

Follow the money

The American relief receipt · 2020–2021

Congress funded $4.65 trillion.

That is the latest GAO accounting of six pandemic relief laws after rescissions—not a literal measure of dollars “printed” by the Federal Reserve.

UNITED STATES OF AMERICAPANDEMIC RELIEF RECEIPT

of the $4.65T total was expended as direct stimulus payments.

The narrowest, most auditable answer to “what went to people”: the checks themselves.

Where the relief went

The whole receipt,
not the slogan.

“To people” has no official GAO category. We show a narrow answer and a broader, explicitly defined floor so the conclusion cannot hide inside the denominator.

A precision that matters

There was no
$4.65T printing press.

“Printed” is useful political shorthand and bad public accounting. Fiscal relief and monetary policy moved at the same time—but they were different actions.

01

Congress authorized relief

Six laws funded programs for households, businesses, governments, health, schools, and hundreds of other accounts.

02

Treasury borrowed and spent

Federal deficits were financed by issuing Treasury securities to the public through auctions.

03

The Fed acted separately

It expanded reserves and bought securities in secondary markets to support credit and financial conditions.

The Federal Reserve says it does not buy new securities directly from Treasury and its purchases are not a means of financing the federal deficit.

The danger is architectural

UBI ≠ AUTOMATIC FREEDOM

A floor can become
a control layer.

UBI does not inherently create totalitarianism. A truly unconditional income can reduce coercion. But if the same top-down instinct is rebuilt as a compulsory digital identity, a behavior ledger, programmable money, and revocable eligibility, survival becomes permission. Whoever controls the switch gains leverage over speech, movement, association, and dissent.

01

Identity

One mandatory account becomes the gate to basic survival.

02

Visibility

Spending, location, associations, or behavior feed a citizen profile.

03

Programmability

The issuer can constrain what, where, or when value may be used.

04

Conditionality

Access depends on compliance with rules that can quietly expand.

05

Revocability

A score, model, vendor, or official can interrupt a person’s floor.

THE QUESTION IS NOT ONLY HOW MUCH?

IT IS WHO CONTROLS THE SWITCH?

The citizens’ share · seven guarantees

Prosperity as a right.
Never as a leash.

UBI Council begins with a bright line: the economic floor must expand a person’s practical freedom while minimizing the state’s power over that person.

01

Universal

Every citizen is inside the system. No poverty test. No political sorting.

02

Unconditional

No work requirement, behavior score, ideology test, or compelled service.

03

Individual

Paid to the person—not a household head, employer, platform, or guardian.

04

Private

Receiving the share cannot become permission for behavioral surveillance.

05

Portable

Cash-equivalent, spendable anywhere lawful, with an offline path and no walled garden.

06

Due process

No automated suspension. Notice, a human appeal, and a remedy are guaranteed.

07

Durable

Indexed, predictable, and difficult for any administration to weaponize or revoke.

THE NECESSARY PRECONDITION

AI and robotics can radically lower the cost of intelligence, labor, and production.

They cannot decide who belongs in the future.

A flourishing machine-enabled nation requires citizens with the material security to say no, the agency to say yes, and the time to become more fully human.

Why UBI Council exists

Make the precondition obvious.
Make the safeguards real.

We exist to ensure the institution arrives before the crisis: a public-interest council capable of making citizen ownership, material security, and civil liberty inseparable from America’s AI transition.

01

Write the model law

Translate the seven guarantees into legislative language, procurement rules, and enforceable citizen rights.

02

Audit the architecture

Score proposals on universality, privacy, conditionality, recourse, payment choice, and political durability.

03

Seat citizens at the table

Convene a rotating public council with real agenda power—not a ceremonial feedback panel.

04

Stress-test freedom

Run emergency drills against outages, hostile administrations, vendor failure, fraud panic, and mission creep.

Figures are rounded. “Checks only” means Economic Impact Payments. “Visible household floor” means Economic Impact Payments + unemployment insurance + SNAP + U.S. coronavirus refundable credits in GAO’s named major spending areas. It is a transparent analytical definition, not an official GAO classification.
